This fan was produce in former ZSRR in 40-50's.
Is made from cast iron (or other heavy metal) with enameled like surface.
Is heavy + heavy duty and in good condition, possibly need cleaning.
At the moment is not working but I check with local electrician is not complicated job to rewire.
I was removed from office, can have signs of cigarettes smoke on it.
Its highly decorative and collectible item.
